An investigation conducted by Leicestershire Police, reviewed by the Independent Office for Police Conduct, did not identify any “misconduct or overlooked alternatives which may have avoided Mr Kohli’s dying”.
Ch Supt Jonathan Starbuck said: “Prior to Mr Kohli’s dying, police had been conscious about two reviews of anti-social behaviour involving youths within the Franklin Park space which have been being investigated.
“Partnership work in the area following Mr Kohli’s death did identify further incidents which had not been reported.”
He added that “organisational learning” to make stronger logging anti-social behaviour have been known.
Kelly Matthews, senior district crown prosecutor for the CPS within the East Midlands, stated it used to be “not often that we see individuals so young in court charged with violent offences”.
